ABOUT ANSAF TANZANIA 

ANSAF is an acronym for Agricultural Non State Actors Forum. It was formed in 2006 by members from the Private Sector and Civil Society Organizations working in the agricultural sector in Tanzania. The impetus for the formation of ANSAF was demand driven. The forum’s objectives are first; is to advocate for a pro-poor and conducive agriculture policy environment where Civil Society Organizations and the private sector effectively engage with and influence agriculture sector policies and practices. Secondly; to effectively analyze the existing agriculture policies and suggest alternative views/directions. The third main objective is to provide a platform for learning, sharing, networking and coalition building around best practices and key issues in the agriculture sector.

ABOUT THE VACANCIES 

1. VALUE  CHAIN  SPECIALIST 

Reports to: Head of Operations

OVERALL:
Provide technical expertise and lead evidence-based advocacy interventions on selected value chains, coordinate multi-stakeholder platforms and champion value chain development, market linkages, public and private sector engagement and local partners capacity building.

DUTIES: 
▪︎ Carry out value chain analysis and research to generate evidence including preparation of policy briefs, facts sheets and case studies for advocacy interventions
▪︎ Take lead in formation and strengthening of value chain multi-stakeholders’ platforms
▪︎ Organize and facilitate strategic meetings and workshops to advocate for improved policy and business environment
▪︎ Facilitate dialogues between small holder farmers, Cooperatives and decision makers at district, regional and national level
▪︎ Proactively participate in the value chain policy related dialogue involving ANSAF members, other stakeholders like development partners, government officials, parliamentarians’, small holder producers, private sector and CSOs
▪︎ Facilitate roundtable discussion including breakfast meetings with government officials, MPs and CSOs on relevant value chain issues.
▪︎ Maintain up to date information/ data on marketing and policy intervention recent trend & produce statement. Develop a data-base on website using GIS for specific value chains of interest
▪︎ Develop good working relationship with peer organizations and ANSAF members, identify capacity gaps and link them with support initiatives; and strengthen network and alliance for advocacy work
▪︎ Evaluate policy options from an independent and objective viewpoint that takes into consideration the needs of SHPs and SMEs working in value chain products processing
▪︎ In collaboration with Policy, Research and Budget analysis Specialist and Media and
Communication officer, develop policy briefs regarding the development of value chains in Tanzania. Also collaborate with Policy, Research and Budget analysis Specialist in related public outreach events, relevant to the value chains industry and agribusiness in general. Produce statements, press releases, position papers and ensure production of key policies in a user-friendly manner for grass root level
ESSENTIAL QUALIFICATIONS:
▪︎ Bachelor’s degree in Agriculture, Economics, rural development, or related fields required;
▪︎ Master’s degree preferred.
▪︎ Minimum five years of experience managing or advising private sector, value chain, or business development projects using the value chain or market solutions approach. Experience working donor projects preferred. Additional experience in the private sector experience desired.
▪︎ Experience conducting value chain assessments and determining appropriate interventions to enhance agricultural productivity and market access for the rural poor. Experience in farm and firm level production cost and profit analysis desired.
▪︎ Demonstrated experience working with remote subsistence-oriented rural communities.
▪︎ Demonstrated capacity to work collegially with government, private sector and other partner organizations and effectively manage partner relationships.
▪︎ Experience in capacity building, including training and on-the-job mentoring of national staff.
▪︎ Experience in developing programs aimed at upgrading agricultural value chains through enhanced private sector engagement. Experience in developing PPPs and other private sector alliances.
▪︎ Experience in developing and managing agricultural training courses and events, especially capacity building activities in support of local agriculturally focused NGOs and CBOs. Experience in setting up demonstration sites in situ desired.
▪︎ Demonstrated leadership, versatility and integrity. Strong written and oral communications skills in English required.
▪︎ Demonstrated commitment to gender equality principles.

2. POLICY, RESEARCH  AND  BUDGET  ANALYSIS  SPECIALIST 

Reports to: Head of Operations
Supervises: Interns / Volunteers
Links with: Media & Communication depts. and M & E & Learning

OVERALL:
To provide support and strategic direction to ANSAF Members on a wide range of economic and policy issues affecting the agricultural sector in Tanzania

DUTIES:

Policy/strategy and management level:
▪︎ Clearly identify and define relevant public policy issues.
▪︎ Undertake original economic and financial analysis to a high professional standard.
▪︎ Design and evaluate policy options from an independent and objective viewpoint that takes into consideration the needs of marginal and smallholder farmers, medium and large-scale farmers, agro-processors, traders (agro-dealers) and other relevant actors
▪︎ Interpret and review existing policies in agriculture, evaluate options and make recommendations for new policies
▪︎ Proactively participate in the policy dialogue involving ANSAF members, agricultural sector stakeholders, donors, other private sector advocacy organizations and the Government;
▪︎ Maintain up to date knowledge on the recent trend & produce statementMake follow up on sector trends and produce statements
▪︎ Conduct roundtable with MP, DP and government officials on topical issues.
▪︎Provide leadership in policy and budget portfolio and manage team of portfolio, including volunteers

Working groups and members:
▪︎ Work closely with ANSAF members to understand and incorporate appropriate Policy and budget components in their initiatives and projects;
▪︎ Facilitate the P&B Working group consistent with the work plan objectives; Ensure the formulation of the Terms of References for the Working Group
▪︎ Ensure the coordination of the sub working groups on Policy, Budget and SAM, and create another sub group on the connection to the local level.
▪︎ Work closely with the accountant and finances officer in the support to the SAM and budget sub working groups.
▪︎ Ensure regular meetings, agenda setting (participative) and feedback by members of progress in assignments
▪︎ Ensure active participation of working group members and create momentum around specific advocacy campaigns;
▪︎ Prepare PPT, key messages to member & non-members to engage on behalf of ANSAF

Documentation, learning and dissemination:
▪︎ Play a leading role in the development of policy briefs and related public outreach events, relevant to the agribusiness and development community
▪︎ Ensure the production of adequate publications applicable to donor organizations as well as rural producers and their representations.
▪︎ Produce statements, press releases, position papers and ensure production of key policies in a user-friendly manner for grass root level

Propose policy themes for learning event ANSAF image:
▪︎ Raise the public image of ANSAF though engaging with Stakeholders and Media
▪︎ Seek actively to broaden and deepen the organization’s membership

ESSENTIAL QUALIFICATIONS:

Academic requirements:
▪︎ A Bachelors degree in the field of agricultural economics, economics and trade, business administration, or international development.

Experience:
▪︎ Experience of at least 2 years working at mid-level position with both the public and private sectors on policy issues;
▪︎ At least 2 years professional experience in the areas of policy formulation and analysis;

Competencies:
▪︎ Broad knowledge of government policy process and experience dealing with senior government officials and Parliamentarians
▪︎ Knowledge on economic and social trends and implication to different groups
▪︎ Knowledge on value chains and stakeholder engagement
▪︎ Understanding the national and local budget cycle and policy making progress at national and local level (AS and M)
▪︎ Strategic vision and focus
▪︎ Preferably one with an agricultural background well versed with social accountability monitoring
▪︎ Knowledge on African comments in the area of CAADP & MALABO commitment, SAGCOT and GROW AFRICA INITIATIVE
▪︎ Knowledge on agribusiness in managing youth entrepreneurs’

SKILLS: 
▪︎ Good analytical and interpretation / facilitation skills and strong quantitative analysis and research skills;
▪︎ Ability to package evidence-based findings and voices/ as arguments in decision-making processes.
▪︎ Ability to maximize the available capacity and skills of Working Group members
▪︎ Ability to manage and motivate Working Groups and members
▪︎ Ability/ skills in networking and mobilizing people around common focus (at local /members)
