Aga Khan Health Services Tanzania (AKHST) - an agency of the Aga Khan Development Network (AKDN) is a non-profit international organization that supports social development programs In Tanzania. AKHST is committed in providing quality health care to patients and promoting health sciences in Tanzania. With this ongoing mandate, The Aga Khan-Health Services Tanzania (AKHST) has embarked on a major expansion that will see the development of tertiary-level services, educational and quality initiatives. AKHST will be implementing a new and exciting project: Improving Access to Maternal and Newborn Health (MNH) in Mwanza, Tanzania (IMPACT). This is a four year Global affairs Canada (GAC) initiative which will contribute to the reduction of maternal and newborn mortality by improving the availability and utilization of gender sensitive - quality MNH services for women and their families in underserved areas of all eight underserved districts of Mwanza Tanzania. IMPACT through a public private partnership (PPP), will work closely with Ministry of Health,
Community Development, Gender Elderly and Children (MOHCDGEC), local stakeholders, the community and local government to facilitate the behavior change, create demand and increase availability and utilization of maternal and newborn health (MNH) services.AKHST is seeking for enthusiastic and qualified personnel for the following positions for a newly funded Maternal, Newborn and Child Health to be based in Mwanza:

1. CAPACITY BUILDING I QUALITY COORDINATOR

POSITION SUMMARY
The AKHST IMPACT project is looking forward to recruit a reputable Capacity Building/Quality Coordinator (CB/QC) with a versatile experience of organizing, conducting and supervise short course training of health care staff. The applicant must also have a sound experience in coordinating quality of health care training and supportive supervision for quality of health care in Reproductive, Maternal, Newborn and Child Health (RM NCH) Services. Preferably the applicant shall have an experience for supporting the scale up of Comprehensive Emergency and Obstetric and Newborn Care (CEmONC) deliverables and the Basic Emergency and Obstetric and Newborn Care (BEmONC). The capacity to offer the technical advice to other stakeholders such as RHMT/CHMT working with IMPACT Project is of high preference. The CB/QC Coordinator must be good in project report writing, organizing and facilitating participatory trainings, working with rural communities, working with health workers and/or local government officials

RESPONSIBILITIES
Capacity Building Coordination
Map out training plans, design and develop training programs (outsourced or in-house) for RMNCH while focusing on Maternal and newborn Health that is in line with gender mainstreaming
Conduct pre and post training assessment of trainee knowledge and strategize instructional effectiveness and summarize evaluation reports in view of KP ls of the IMPACT project
Choose appropriate training methods or activities (simulations, mentoring, on the job training, professional development classes for focusing on Maternal and Newborn Health under the MOHCDGEC requirements
Support the training needs assessment (TNA) and identify skills or knowledge gaps that need to be addressed in Mwanza. In view of TNA, the Capacity Building/Quality Coordinator shall use the accepted education principles and track new training methods and techniques
Design and prepare educational aids and materials suitable for health care workers at RCH, Antenatal Clinics, Labor and Delivery services
Maintain updated curriculum database for Midwives and training records for health care workers using the packages of IMPACT narrated in the Project Implementation Plan (PIP)

Provide train-the-trainer sessions for internal subject matter experts and guidelines from MOCDGEC

Quality Improvement and Quality Assurance Coordination
Draft quality assurance strategy with RHMT of Mwanza, Tanzania with the reference to the regional RM NCH plans and the Project Implementation Plan (PIP)
Interpret and implement quality assurance standards given by the MOHCDGEC that will capacitate health facilities of Mwanza to achieve the stepwise certification towards accreditation that is in line with the logic model (LM) and Permanence Measurement
Framework (PMF) of the project
Develop the necessary process indicators and outcome indicators quality MNH servicesin line with Performance Measurement
Framework of IMPACT.
Evaluate adequacy of quality improvement practices in.health facilities using the TQM and the Deming's principles of PDSA in line with gender mainstreaming

EXPERIENCE
Not less than 3 years in coordinating health trainings and quality of health care in preference to RMNCAH.
Proven experience in coordinating health care trainings and quality assurance activities, work experience as a trainer, training facilitator or coordinating multiple training for projects,
Experience in supporting quality assurance systems and coordination for quality assurance and quality improvement in health facilities. The role of Deming's principles of PDAS, SS Kaizen principles and Total Quality Management (TQM) has to be visible. The applicant with an experience of strengthening quality of health service delivery especially maternal and newborn Health in health facilities; gender issues; maternal and reproductive health; linking the facility-based health programs with the community behavior change communication (BCC) necessary for RM NCH.

QUALIFICATIONS: 
Degree in medicine, nursing or public health related field. A Master's degree in public health will be an added advantage.

SKILLS AND KNOWLEDGE:
Good organizational skills and interpersonal skills and ability to develop working relationships with a wide range of people including project staff, communities, health providers (e.g., nurses), donors, partners and government leaders.
Fluent in English and Kiswahili.
Ability to solve critical RMNCH problems in the health facilities using QI and QA, advise the project team and make quick decisions.
Willingness and ability to travel frequently in rural Mwanza by 60% of his/her time.
Strong computer knowledge in MS Word, Excel and PowerPoint.

2. DATA MANAGER

POSITION SUMMARY
AKHST is seeking a dynamic and qualified applicant for the position of Data Manager (DM) who will oversee the generation, organization, storage and analysis of data to guide program decisions on MNH support to the Ministry of Health Community Development Gender Elderly and Children. S/he will provide essential data management support as assigned to ensure relevance to project activities and develop and maintain robust quality data management systems. Specific attention will be paid to data security and confidentiality. The principle guiding instrument of the DMs'work will be the IMPACT Project Management Framework (PMF), the Project Logic Model (PLM), and the Project Implementation Plan (PIP).

RESPONSIBILITIES
Development of data management systems
Design, implement, and conduct data management activities originating from IMPACT projects and studies with gender concerns ..
Design and develop data management systems and plans for the collection and management of data; Assist in the development of data analysis plans, procedures, and guidelines.
Develop and maintain standard STATA/SPSS and DHIS2 programs to ensure accurate and consistent presentation of data to meet AKHST-IMPACT Project data reporting needs.
Maintain expert level state-of-the-art knowledge of systems development/programming techniques through training or consulting subject area specialists.

Data Quality Assurance
DM will use STATA, SPSS, Epi Info/ Epidata, DHIS2 and any-other online/offline applications developed by the MERL Unit.
DM will develop analysis programs for the evaluation and improvement of the data in terms of validity, accuracy, and timeliness.
Having developed or adopted government tools where necessary for assessing data quality, the Data Manager will oversee the distribution of the tools and oversee their routine use and routinely monitor that the proper data management practices are being implemented for the various selected health facilities. Work closely with AKHST to provide expert consultation in their data management practices in support of the government Health Management Information System (HMIS).

Technical Assistance and Consultation
Provide technical support for behavioral scientists, informatics, epidemiologists, public health program managers, PIU Team and other scientists who will be performing implementation research analyses of IMPACT Project supported activities and related databases.
Work with national databases managed by various stakeholders including MOHCDGEC-HMIS & DHIS2 and other similar implementing partners, among others.
Must be very familiar with the management of extremely large databases - statistical and epidemiological in nature and conversant l(Vith the related design methodologies.
Strengthen collaboration between/within the districts in data management.
Prepare and submit periodic performance reports for the funder and program team (monthly, quarterly, semi-annual and annual) to AKHST and Mwanza PIU Team to facilitate planning and decision making.
Provide mentoring support to district and regional data focal persons to ensure proper capture & recording, documentation, use and functionality of HMIS and DHl52.

Workshop and Presentations
Provide workshops on data base management systems, software and programming to PIU, non-statistician researchers, epidemiologists and other stakeholders using data management software as required. Develop presentation materials.
Participate in the presentation or publication of results and other technical work done alone or in collaboration with other AKDN or AKHST scientists.
He or she will be required to follow any other instructions and to perform any other duties requested by MERL Manager.
Perform statistical and epidemiological analysis for abstracts and manuscripts for scientific meetings and publications.

QUALIFICATIONS:
Bachelor's degree in Computer Science, Information Technology, Mathematics, Biostatistics, Data Management, Statistics, Economics, and or Physics is required.

EXPERIENCE
The experience of not less than 3 years in data management or statistical data analysis and reporting in a health related project, clinical or public health setting is required. The experience of statistician analysis of data using STATA/SPSS with convent expertise in DHIS2 programs is highly demanded. Thorough working knowledge of computers (hardware, various software programs and LAN systems). Must have skills in development of online and offiine data capture applications and reporting tools

KNOWLEDGE, SKILLS AND ABILITIES
Advanced computer programming and data management skills including programming using STATA, SQL, SPSS and Epi-lnfo/Epidata;
Proficiency in the application of standard and advanced statistical methods of study design and data analyses with good knowledge of data manipulation.
Ability to interpret data from studies and communicate findings, verbally and in writing

Fluent in English and Kiswahili. Willingness and ability to travel frequently to rural Mwanza.

3. FINANCE OFFICER

POSITION SUMMARY
The AKHST IMPACT project is looking forward to recruit a Finance Officer who will establish payment systems and processes to enable the timely and accurate delivery of monthly accounts management and budget information. The Finance officer will be involved in the annual budget and activity budget budgeting process and complete retirements from field works. The finance Officer will provide ongoing support and direction for the budget holders of the project. The officer will also investigate and report on variances. The officer will be involved in ad-hoc field activities that will required payments to government beneficiaries anytime throughout the project span.

RESPONSIBILITIES
The Finance officer is accountable for monthly, quarterly and yearly financial reporting
Forecasting and prepare quarterly budget of the project activities
Analysis of the project budget variations, changes and reporting in a progress manner
Developing robust financial program management processes

Cost modelling and estimation of the capital and operational cost for project deliverables and work packages

QUALIFICATIONS: 
A degree in accounts, finance or relevant fields. A CPA will add an advantage.

SKILLS AND KNOWLEDGE:
Good organizational skills and interpersonal skills and ability to develop working relationships with a wide range of people including project staff, communities, health providers (e.g., nurses), donors, partners and government leaders.

4. ADMINISTRATOR AND LOGISTIC OFFICER

POSITION SUMMARY
The AKSHT is seeking the Officer will provide administrative and logistics support to the AKHST IMPACT Project in Mwanza Office. The Officer will be responsible for the day-to-day administrative support functions for the regional office and support IMPACT programs, including procurement and logistics support for reproductive maternal and newborn health project in Mwanza. The officer will be responsible for ensuring that AKSHT and partner AKDN agencies adhere to established procurement and office operation regulations.

RESPONSIBILITIES
Administrative: The Officer will be responsible for the day-to-day administrative support functions for the regional office.

Responsibilities include:
Provide day-to-day support to IMPACT Project staff, including telephones, internet service and office equipment and identify future needs
Ensure timely organization of meetings and workshops andsupport guests arrangements for hotel and flights bookings and other support services for IMPACT Project staff and visitors
Manage contracts and services for the regional office and apartments.
Manage the project inventories, disposal and the project office equipment and maintain the biomedical equipment supplied in the facilities
Ensure that IMPACT Project vehicles are in good conditions and liaise with the AKDN about necessary repairs and improvements as necessary

Logistics:
Working closely with IMPACT Project team and staff from other AKDN agencies' staffs, the Officer will:
Establish and maintain a well-functioning logistics support operation for IMPACT Project with special focus in the Mwanza region RMNCH with balancing service quality against service cost
Coordinate logistics and procurement operations with IMPACT Project and partners finance, logistics and procurement units
Maintain records of all outstanding purchase orders with external vendors and arrange transportation and forwarding services for all orders to ensure delivery on schedule
Prepare reports on personnel and material movement and ensure that reporting requirements are fulfilled in an accurate and timely manner

Ensure compliance with AKHST logistics standards and regulations

EXPERIENCE
The applicant with the 3 years of relevant professional experience in administration, experience in dealing with suppliers and procurement, Experience in procurement for equipment for RMNH is highly desired for this post. The applicant with the strong communication skills, including ability to prepare and present concise oral and written logistics operations reports, briefings, updates and other documentation. A applicant with Strong sense of ownership and able to see through the completion of task assigned is highly preferred. Demonstrated management, planning and organizational skills. Ability to establish priorities and to plan, coordinate and monitor work plans. A comprehensive understanding of logistics operations and practices. Strong personal initiative and willingness to accept responsibilities and new tasks.

Excellent relationship building skills and willingness to work in a team and an ability to develop and maintain effective working relationships with logistic counterparts.
