Currently, FHI360 is seeking a short-term qualified, and experienced consultant to conduct a consultancy assignment for its Advancing Partners & Communities Family Planning (APC/FP) Project in regard of the National Family Planning Costed Implementation Plan II
Consultancy Terms of Reference:
Background:
The Government of Tanzania (GoT) is committed to promoting, facilitating and providing integrated reproductive and child health services to men, women, adolescents, and children in Tanzania. Ensuring all women and men of reproductive age have access to quality family planning services is a priority, as it contributes towards the nation’s health and social development goals, as reflected in the targets described in FP2020, Tanzania Vision 2025, the National Strategy for Growth and Reduction of Poverty II (MKUKUTA II, 2010), the Primary Health Services Development Program, and the National Road Map Strategic Plan to Accelerate Reduction of Maternal, Newborn and Child Deaths in Tanzania 2008 – 2015 (One Plan I) as well as the One Plan II (2016-2020).
In 2010, the Ministry of Health and Social Welfare (MoHSW) launched the first National Family Planning Costed Implementation Program (NFPCIP I) based on the goal of the One Plan I to increase the contraceptive prevalence rate (CPR) to a target of 60 percent by the year 2015. The NFPCIP I was a five-year action plan that contains detailed strategies, activities, targets and resource projections to ensure that high-quality, accessible, acceptable, and affordable FP services are provided to the citizens of Tanzania. In 2013, the NFPCIP was revised to include priority activities that translate these commitments into action. The revised version also included realignment of priority interventions and modifications to the NFPCIP in response to lessons learned, emerging issues, and updated projections from data sources published after the NFPCIP launch in 2010.
FHI 360, in collaboration with the Ministry of Health, Community development, Gender, Elderly and Children conducted an end-of-term review of the NFPCIP I in 2017 to assess and learn how well the program has performed, and what results have contributed to the overall goal during the implementation period, 2010 - 2015. The review was conducted in part to inform the development of the follow-on plan for the FP program, the NFPCIP II, which will cover the period up to 2020. The NFPCIP II is expected to complement and seek to expand on the FP component in the One Plan II: National Road Map Strategic Plan to Improve Reproductive, Maternal, Newborn, Child & Adolescent Health in Tanzania (2016 - 2020).
The proposed NFPCIP II 2018-2020 is expected to cover the period from 2018 to 2020 to allow the alignment with One plan II and FP 2020 goals. It will include annual cost estimates for each activity, strategy area and annual targets and associated indicators to measure progress.
The NFPCIPII 2018-2020 will;
• Enable the GoT and partners to understand the FP program’s budgetary needs, and to make projections for the future as new demand for FP is generated
• Provide benchmarks and indicators that can use to monitor annual performance and progress toward its goals
• Function as a resource-mobilization tool to secure donor and government commitments for the FP program, identify funding gaps, and strengthen advocacy to ensure adequate funds are raised; and
• Function as a planning and management tool to support the government to effectively coordinate activities implemented by multiple stakeholders and enhance accountability
Consultancy Description
FHI 360 is seeking a short-term national consultant to serve as the lead for the development of the NFPCIP II. Under the leadership of the MoHCDGEC, the consultant will work with an established technical support team (TST) based in the US and Tanzania, who will provide guidance on the process, including making CIP-specific tools available. The consultant will work to achieve the following objectives and deliverables:
• Lead the TST to ensure quality outputs at each stage of the CIP development process
• Work with the TST to develop and maintain a detailed roadmap for the fulfillment of task deliverables throughout the CIP development process, including coordinating task execution by different teams as per agreed timeline and deliverable specifications
• Coordinate and manage CIP stakeholder review process, including incorporation of reviewer comments/drafts.
• With guidance from the TST, conduct and manage stakeholder engagement throughout the process to ensure that the development process of the CIP fosters a government-led, and country-owned plan
• Provide technical guidance on the CIP technical strategy development process, including supporting the team and other stakeholders (including strategic advisory groups) to apply different tools throughout the process including: development of the results framework, activity matrix, target-setting, and costing
• Coordinate and manage an inclusive decision-making process (through stakeholder and technical consultations) at key time points, including deciding on priority issues to focus on for the technical strategy, projections, selection and prioritization process for interventions, and costed activities.
• Gather all information and documents, from multiple sources and methods (including consultative efforts and desk reviews), required for developing the technical and costing components of the plan.
• Prepare presentations and other meeting documents needed during MOH and stakeholders convening
• Liaise with Track20, as necessary, for the application of the FP Goal Model to determine the optimal scenario package of interventions for the CIP technical strategy
• Lead the development of the technical strategy narrative (i.e., write-up) and associated implementation plan
• Participate in discussing and agreeing on key assumptions for generating demographic projections based on the contraceptive prevalence rate (CPR) goal
• Lead development of the performance monitoring plan for the CIP
• Liaise with the costing team on ensuring assumptions are aligned with set performance targets
• Review and approve the costing tables
• Work with the CIP Advisory Task Force to complete the final approved and signed printed copies of the CIP, convene a national dissemination meeting, and discuss and plan for next steps to transition from the development phase to the execution phase.

Consultancy Period
The consultancy will be from June 2017 to December 2017. It is estimated that the actual consultancy period shall not exceed 84 working days during this time.
Preferred Qualifications:
• Minimum of Masters level degree
• Considerable expertise in family planning and in-depth understanding of the country context
• Productive working relationships with the MOH, implementation partners, civil society, youth associations/actors and the private sector involved in FP service delivery
• Solid understanding of FP/RCH programs, approaches, and evidence-based practices.
• Experience in costing methodologies, particularly for health, is a plus
• Excellent analytical skills, including experience conducting FP-related research or analyses of FP data
• Strong writing skills required
• Excellent interpersonal and communication skills (oral and written)
• Strong consultative and project management skills and ability to work efficiently and effectively both autonomously and in small teams
• Local residence in Tanzania is required
